Connecticut Medical Record Fees: 2026 Statutory Guide
Under Conn. Gen. Stat. § 19a-490b, the following rates apply to all licensed healthcare institutions and providers in Connecticut.

Connecticut uses a flat-rate model where all administrative costs must be bundled into the per-page fee.

Audit Rule: The Bundled Fee
The $0.65 per page limit explicitly includes “any research fees, clerical fees, handling fees, or related costs and the cost of first-class postage.” If an invoice contains separate line items for “Search” or “Processing,” it is a statutory overcharge.
2. Mandatory Free Records
Under Conn. Gen. Stat. § 19a-490b(b), a provider cannot charge any fee (including the per-page rate) if the records are required for:
- A claim or appeal under the Social Security Act (SSDI/SSI).
- A claim or appeal for Federal Veterans’ Benefits.
3. Patient Rights & Deadlines
- Inability to Pay: Under CGS § 19a-490b(d), a provider cannot deny records due to a patient’s inability to pay. An affidavit of indigency serves as presumptive evidence.
- 30-Day Deadline: Records must be furnished within 30 days of a written request.
Audit Tip for 2026
Connecticut is a “bundled” state. Any vendor invoice that lists a flat $10.00 or $20.00 fee plus a per-page fee is likely citing failed 2025 legislation (SB 1508). Under the current active statute, the only allowable charge is the flat $0.65 per page which must cover all labor and postage.
